Thomas Frank Cassels is considered the first Black to practice law in Memphis. After moving to Memphis in 1875, he served in the Tennessee General Assembly in 1881 and was appointed U.S. Surveyor of Customs in 1883. Cassels represented Ida B. Wells in an 1884 civil rights suit against the Chesapeake, Ohio and Southwestern Railroad, which refused to seat Miss Wells, a Black, in the white section of the train. His first office was located at 317 Second Street.
